    General information of plates
    ….
The passenger license plate series used since 1956 is in black on white and without the euroband.
The first three letters denote the district or town… SAD stands for Schwandorf.
After the district code are 2 seals. The top one is the safety seal.
The missing provincial seal would have indicated Bayern.
The DL 700 are random letters and numbers chosen for that plate.
The euroband is optional since 1994-95 and mandatory since November 2000.
